What does the $8 trillion Belt and Road estimate mean?

China announced the Belt and Road Initiative in 2013 as a broad framework for international cooperation around transport links, trade, and other areas. It is not one construction project with a single approved budget. A 2019 World Bank report cited an external estimate that the initiative’s total costs could reach US$8 trillion, while also warning that data on the number, size, and terms of projects were limited. The US$8 trillion figure is therefore a projected estimate, not an official budget or a confirmed total already spent. In March 2024, China’s government said it had signed cooperation documents with more than 150 countries; signing a document does not by itself mean every country received the same amount of financing.
