Monaco’s orchestra and armed forces
The Monaco claim conflates different ensembles. The Prince’s Carabiniers Orchestra is part of the military company: Monaco’s 2024 report counts 124 carabiniers overall, and the musical formation consists of military personnel. Comparing that orchestra with all military personnel is therefore misleading—the musicians are included in that total. The Monte-Carlo Philharmonic Orchestra is a separate civilian professional orchestra; comparing its roster with the garrison requires matched current definitions.

The second claim is correct with a qualification: Article 12 of Costa Rica’s Constitution prohibits a permanent army but allows necessary police forces and military forces under specified circumstances.
