Postal service in Andorra

The claim is false as a description of the present, but has a historical basis. Andorra has no national postal operator of its own: France’s La Poste and Spain’s Correos operate there, and both issue Andorran stamps. Andorra’s Postal Museum notes that mail in the country was traditionally free, but that practice ended in 2008. There is no basis to call it the only country in the world with free mail without specifying a period and definition.
