Why water is called a universal solvent

Water is often called the “universal solvent” because its polar molecules dissolve many ionic and polar substances. The name is not literal: nonpolar substances such as oil barely dissolve in water and form a separate layer. [1–3]

Water’s polarity helps dissolve salt and sugar, but not oil.
