Pliny the Younger’s early-second-century correspondence with Trajan describes persecution of Christians in a particular province. Suspects were tested through invocations of Roman gods and acts honoring the emperor’s image; refusal could lead to punishment. These letters do not establish one continuous, identical policy across the entire empire throughout the early centuries.
