In Matthew 22, Jesus identifies love of God as the first great commandment and love of neighbor as a second like it. Mark 12 likewise links these two directions. Calling neighbor-love the single highest commandment therefore simplifies the cited text. This is an important Christian ethical teaching with Jewish scriptural roots.
