Electric fields and lightning

“Voltage per metre” is not voltage; it is electric-field strength. Air breakdown under standard conditions requires a local field on the order of 3 million volts per metre, not 100 million. Fields inside thunderclouds and lightning initiation are more complex, while the potential difference between cloud and ground can reach hundreds of millions of volts; these are different quantities.
